Balloon Tip Time Changer is an another freeware released by Download Informer. This tool will let you customize the appearing time of balloon tip (Notification Balloon). As you can see in the preview, there is a slider. Move that slider or enter in the text box to tweak the time (in seconds). Control Panel comes in Windows allows you to set time 3 sec, 5 sec etc. But this app will let you set the time from 1 sec to 10000 sec. If you set the value to 0, the balloon tips will get disabled.
