The "Fetch files on your PC" feature in SkyDrive allows its users to access all your files on that PC from another computer by going to SkyDrive.com. Note, you can fetch all of your computer's files, not just shared in your SkyDrive folder. You can even access network locations if they're included in the PC's libraries or mapped as drives, but fetch files options will be missing from the SkyDrive app in Windows 8.1, two Microsoft's employees confirmed in an AMA session on Reddit.
