The video is from Playstation Meeting where the PS4 was announced but PS4 development hardware is still new and third parties would not have had time to move their existing projects onto the system. So Watch Dogs display at the PlayStation Meeting were running on PC instead.
Yep, you read it right! PS4 games displayed at the event were running on PCs...
