OblyTile is a user-friendly app that can be used to customize the Start Screen of Windows 8 by adding new custom tiles. You just need to assign it a name, choose the color combination you like best, then select the file, folder or URL you want the tile to launch.
OblyTile also makes it possibility to run programs as an administrator as well as run them with certain arguments. These options are usually accessed via the Properties dialog of applications.
